Question - Best Photo-equipment for beginner

Hello!

Maybe this is the wrong forum, but I´ll post it here anyway. I´ll move it if it´s requested!

I´m about to start with UE and is currently very close to buying my first real camera.
I do not need something super fancy and I do not have a very large budget.
I could spend about 5000 SEK (~450 gbp, ~550 usd or ~520 euros)...

So what camera and objective is good for all-round photography, both in dim, dark and well lit enviroments?
I´ve seen many of you using very bright lights, what are those?

Good lens is what you want f/2.8 ideally, I use f/1.8 as some places can get really dark
