First stop should be the near invisible Survival Guide .It's right there above the bit where you posted
It will tell you most of what you need to know about the workings of the bulletin board and how things are kept civil and tidy.
The bulletin board has a very useful search function
Enter a town name name, place name, feature etc. It's a very flexible and powerful tool as all 'reports' have location information.
There are several other sticky posts to help as you start to look around the bulletin board content and want to post a reports of your own.
