Those things you thought could be "starters" are "start and standby boiler feed pumps". You're kind of right, they are used when starting up the turbines until the turbine driven feed pumps kick in. The steam from the turbines is condensed back into water by the condensers, and then the boiler feed pumps are responsible for returning that water back to the boiler ready to made into steam again. The SSFP's in your image are driven by an electric motor. Once enough steam pressure is built up, the main feed pumps can be used instead (bottom left corner in your image) - they are driven by steam bled from the turbine line after the high-pressure stage.
