Finally we are able to see inside the 'Question mark' ...

Someone has destroyed the covering lid and concrete surround..
Clive and myself were looking at another structure nearby and had bought an endoscope with us to see inside, we also decided to take a look at the mound and see if the endoscope would capture any internal views..
However upon closer inspection we were both shocked and delighted to see that the lid was missing.
The room within the concrete topped grass mound is approximately 20ft X 25ft X 10ft. There is no ladder or staple steps.
We just need to find information and/or photographs of what once stood on the concrete pad at the top of the grass mound
Clive has just contacted Southend Council on their Emergency Line and we are waiting for a response. To make sure no children etc fall in etc..
The opening has been temporarily covered with a board and some bricks ..
